A4Civil is led by two licensed Professional Engineers with a combined four decades of experience across Arkansas and the region.
Ferdinand FourieP.E.
Ferdinand is a registered Professional Engineer with more than two decades of experience in civil engineering, including commercial, single-family and multi-family residential, public works, and impact-study projects across Arkansas, Oklahoma, Missouri, and Texas.
His project experience ranges from one-acre developments to hundred-acre mixed-use sites, reflecting a broad technical background and a practical understanding of complex land development and infrastructure needs. Having spent much of his career as the owner and principal engineer of his own firm, he brings leadership, technical judgment, and comprehensive oversight of engineering design, construction administration, and firm operations to every project.

Jason AppelP.E.
Jason is an experienced civil engineer with over 23 years of experience delivering infrastructure solutions across Arkansas, Missouri, and Oklahoma. Over the course of his career, he has managed and contributed to thousands of projects for both public and private sector clients.
His core expertise spans water and wastewater systems, street and storm drainage infrastructure, subdivisions, parks, and large-scale mixed-use developments. He takes a comprehensive approach to each engagement, integrating design, planning, project management, and client service to deliver solutions that are efficient, sustainable, and fully compliant with regulatory requirements.
